Quality Association for Early Education Paritätischer Hamburg

The Kindergärten Finkenau Foundation has been an active member of the Paritätischer Hamburg’s Early Education Quality Association for many years. The Quality Association for Early Education is a voluntary association of mainly member organisations of Paritätischer Hamburg that run daycare centres, all-day care centres or day nurseries. The Quality Association organises working groups and specialist events to support work with the quality procedure (PQ-Sys) and develops this further.

PQ-Sys (Parity quality system)

At the Kindergärten Finkenau Foundation, the focus is on continuous improvement and quality assurance. For this reason, we rely on the parity quality system (PQ-Sys). With the help of this recognised quality procedure, we ensure regular and systematic review of our work. As a permanent member of the ‘Quality Community for Early Education’ of Paritätische Hamburg, we were significantly involved in the development of the procedure. This enables us to ensure that we always comply with current standards and guarantee the high quality of our work.

In 2018, the procedure was completely revised and adapted to the applicable state framework agreement and Hamburg’s educational recommendations. This practical tool fulfils the requirements of the state framework agreement for daycare centres, § 16 (1), for binding quality assurance and development according to a professionally recognised procedure.

Internal evaluation using the quality procedure is based on 13 quality areas, which are reviewed and regularly audited internally as part of the PQ-Sys. This professionally recognised procedure enables us to comprehensively evaluate our work and develop it in a targeted manner in order to best meet the needs of children, families and employees.

Kita-Prüf (nursery inspection)

The structure and orientation quality of all daycare centres run by the Kindergärten Finkenau Foundation is regularly reviewed by the social welfare authority as part of the daycare centre inspection process. The overarching goal of the daycare centre inspection process is to ensure quality in publicly funded childcare in Hamburg. The state framework agreement between the authorities and daycare providers sets out the standards for the education, care and upbringing of children in daycare centres. The daycare centre inspection procedure involves ongoing checks to ensure that these requirements are being met. The daycare centre inspection procedure thus serves to ensure standards as well as internal and external transparency (towards parents, the responsible authority, but also towards the operator or the facility itself). The new procedure offers parents of the children in care clarity about compliance with the standards set out in the state framework agreement in their daycare centre.
